The Fed again surprised to the upside in the September FOMC meeting by adopting explicit, inflation linked guidance. The FOMC median forecast suggests a zero-interest rate policy (ZIRP) through 2023 and Fed Chair Powell highlighted there were three needed parameters for them to even consider raising rates:
